Leave references to master file on free and refresh local file on free

When freeing a file from the integrated popup for microstation/ord the master file is released/sent to recycling bin but also all of the references are purged. This does not happen if you free from local document organizer. Make the functionality the same as document organizer.

Also add a redownload/refresh local copy from server on free as a document choice for the master file.
