Enable License Member Limits for Covered External Organizations

Allow the covering organization to define a maximum number of members for each external organization that is assigned licenses under their account.

This would provide better control over license consumption, prevent over-allocation, and simplify license management across multiple external organizations. Administrators could set and adjust member limits as needed, ensuring licenses are distributed according to contractual or business requirements without manual monitoring.

Example

Organization A provides licenses to Organizations B, C, and D. The administrator can set limits such as:

Organization B: 10 members
Organization C: 5 members
Organization D: 2 members

Once the limit is reached, additional users cannot be added until the limit is increased or existing users are removed. Additionally, an expiration date can be added in the settings.
