Enable or disable "Personal Folder" creation for users

As an organisation admin I want to be able to prevent users from creating Personal Folder structures in their home.

"Personal Folders" allow users to create structures to organise the shared projects they are members of. They also allow for the storage of personal information, not available to other users.
