Adding create issue and comment from external comments

We receive PDF from external source

Those PDF have Comments/Mark-up

Two request

1) Enable the comment so our users can have a conversation about a Comments/Mark-up and decide if we convert to an issue or not.

2) Allow « Create issue» on Comments/Mark-up create from outside PDF review.

It seems trivial, but having someone adding an issue on top of every Comments/Mark-up kind of duplicate the info and clutter the view
