Allow editing of Issues after creation

Currently, once an Issue is created in ProjectWise, it is not possible to edit its information. Any input error forces the user to delete and recreate the Issue from scratch, causing unnecessary rework. It would be ideal to allow editing of Issue fields after insertion, without requiring recreation.
