Enable Issue Resolution Forms in 2D Drawing Views For OpenPlant PID

Currently, issues cannot be created when navigating the 2D drawing views of drawings from OpenPlant PID.

It will be great to have this enabled to help users speed up the review process including adding mark-ups and comments.
