Quicker propagation of permissions in Infrastructure cloud

Idea template

1. Problem to solve: Currently changing permissions to a form takes about 15 minutes to come to effect.

2. User needs: When testing and developing workflows we are sat in a meeting with other professionals. We change permissions to test scenarios. The 15 minute delay has a negative impact on the time of these professionals and time cost to form development

3. High-level requirements: Decrease the propagation of the permissions, role changes through the back end to seconds
