Ability to upload new pdf sheets for plan set at specified location

Currently, any sheet added in the pdf plan set configuration goes to the bottom, and as the planset size increases to 3000+, its becoming really hard to plug in new sheets in the middle, both navigation and performance-wise. We would like to be able to say import these sheets at number 30 of 3000 so that it just goes where it belongs in the set.
