Ability to copy annotations from one sheet to another

Currently, we have the option to copy annotations from one revision to another of the same sheet, but we want to be able to copy them across different sheets as well.

Use case -

We are tracking Erosion Control devices on the plan sets, but multiple phases will be published and part of the official set, rather than revisions, so we want those location-markups to be copied.

These markups may have forms with workflows assigned to them, so the new markup needs to be part of the same form and the form should point to the latest markup. Ideally, we should be able to cycle through each PDF sheet in the form, which also applies to revisions.
