Make Plan Set Permissions Available at the Enterprise Level

Today, key Plan Set permissions such as Create and Modify Plan Sets are only configurable at the project level, while Enterprise roles expose a much smaller set of document permissions. This creates a scalability challenge for organizations managing hundreds or thousands of projects because administrators must repeatedly configure and maintain the same permissions across individual projects rather than centrally. Bentley Support confirmed this behavior is currently by design.

I would like to see Plan Set and related document permissions available for management at the Enterprise role level, with inheritance to projects. This would provide consistent governance, reduce administrative overhead, and make it easier to deploy standards across large organizations using ProjectWise and Bentley Infrastructure Cloud. The current project-by-project approach does not scale well for enterprise environments managing a large project portfolio.
