Controls for Multiple organizations in a BIC Team

- If multiple organizations are added into the same project, Additional Control be added to filter Deliverables management emails and user groups in BIC so that each organization can receive only specific emails for transmittals and the like.

- also for additional control over the cover letter automation so each organization above can use the email domain / organization to control transmittal and submittal cover letters within the same project.

- For unaffiliated invitations, for the organization details be manually added in by a certain role and above only.
