Allow ability to roll back to a named version to the current version in the imodel

Unfortunately this is not technically possible (at least not yet) as iModels were essentially designed to be a target repository where changes are pushed as deltas, and named versions are simply a timestamp of some of the data at that point in time. For performance and normalisation reasons, not all related elements are stored the same way (fonts, scehmas, linestyles, etc.). This limits how a rollback could work. There are also other iModel applications that could be impacted.
There have been recent cases where a few of our developers have worked on this problem, but there hasn't been a one-size-fits-all solution to this as yet.
