Allow a review or transmittal to be responded to or discussed for a short period of time before automatically completing it

As a project manager I want to offer a window during which users can provide responses or discussions against an issue prior to completing it.

E.g.

Documents sent for information currently can either remain open indefinitely OR immediately close. A middle ground is required that would allow for discussions against this information before completing it.
